The Agency plays an important role in helping to foster private investment, while ensuring the existing residents and families are not left behind or left out of the City’s economic and social opportunities. To attract investors and cultivate local investment, the Agency ought to promote fair and predictable public policies that appeal to developers and serve the broader Norwalk community’s interests.
